New EU Operator Risk Rating System: What It Means for Fleet Operators in Ireland

If your business operates commercial vehicles in Ireland or across the EU, there’s a new regulatory update you need to be aware of. As of recently, the Road Safety Authority (RSA) has rolled out a new risk rating system for transport operators, in line with Commission Implementing Regulation (EU) 2022/695. This system replaces the previous Commercial Vehicle Operator Risk Indicator (CVORI).

Here’s a breakdown of what’s changed, what to expect, and how this could affect your fleet management approach.

Why has the system changed?

The core aim is to align enforcement across all EU Member States. The old CVORI system was limited to Ireland, but the new EU-wide common formula helps create a more consistent and fair system for commercial operators across borders.

Key objectives of the new approach include:

  • Consistent treatment of operators and drivers across EU countries

  • Better targeting of high-risk operators to improve road safety

  • Easier sharing of risk information between Member States

How does the new risk rating work?

Just like before, you’ll be able to check your operator risk rating through your CVRT Online Account.

Your status will now be colour-coded:

  • Green – Low risk

  • Amber – Medium risk

  • Red – High risk

These ratings are based on roadside inspection results, including ‘clean’ checks with no issues. In time, results from inspections in other EU countries will also be added to your profile—so even if your vehicles are operating abroad, those checks will count.

Why it matters to operators

This updated system will help the RSA target enforcement where the risk is highest. In practice, that means operators with poor inspection outcomes could face more frequent checks. On the flip side, low-risk operators may see reduced enforcement, saving time and hassle.

For Irish fleets doing cross-border work—especially those in transport, construction, utilities, and local authority sectors—this brings a new level of transparency and accountability. Operators with good compliance records can demonstrate this consistently across EU borders.

  1. Log into your CVRT Online Account – Check your current risk rating and review recent inspections.

  2. Review inspection outcomes – A clean record will benefit your risk profile long-term.

  3. Ensure vehicle and driver compliance – Regular maintenance and driver training go a long way.
